In a strongly worded letter addressed to the PM, Modi said when such an incident of terror attack takes place in states ruled by UPA allies, the Centre expresses serious concern, but when similar incidents take place in states ruled by NDA allies, the usual knee-jerk reaction is that they had already forewarned the state governments based on the intelligence report about possible terror attacks.
Modi said, “The central intelligence agencies are more like weather reports which are generally vague in nature.” He said the Central government had been urged many times to strengthen legal provisions to fight terrorism. The Pota has been repealed without making adequate provisions to deal with terrorist threats. States have been rendered helpless without proper legal backing to deal with such situations, he added.
“While many nations strengthened their anti-terror laws after the 9/11 incident, our country has taken retrograde steps by abolishing POTA,” Modi said.
He said Gujarat has passed the Gujarat Control of Organized Crime (GUJCOC) Bill and submitted to the Centre for the presidential assent which is pending since June 2004. Similarly, Rajasthan has also passed a similar legislation which is awaiting presidential assent.
